Update licences

Use the ArcGIS Enterprise portal to specify which members have access to licenced apps that aren't already included in their assigned user type.

At ArcGIS Enterprise 11.4, the ArcGIS License Manager will no longer be required for named user licensing of ArcGIS Pro, ArcGIS Drone2Map and ArcGIS AllSource.
