ArcGIS user types enable you to better plan, purchase, and manage ArcGIS as well as streamline licensing. Licence availability

Existing user types will be updated and automatically available in ArcGIS Online with the June 2025 update. For ArcGIS Enterprise, these updates will be included in version 12.0, expected in Q4 2025.

Effective with the ArcGIS Online June 2025 update, ArcGIS Enterprise customers can access the following additional licences in My Esri at no extra cost, prior to upgrading:

  • ArcGIS Navigator (ArcGIS Enterprise 10.9.1–11.5): Available with Mobile Worker, Creator, Professional, or Professional Plus user types.
  • ArcGIS CityEngine (ArcGIS Enterprise 11.4–11.5): Available with the Professional user type.
  • ArcGIS Urban (ArcGIS Enterprise 11.3–11.5): Available with the Professional Plus user type.

Updated user types for ArcGIS Online and ArcGIS Enterprise will be available for purchase in June 2025. Licences previously purchased separately will still work throughout your subscription/maintenance period.

  • How can I access additional licences for ArcGIS Enterprise prior to upgrading to 12.0?

    The additional licences will be available via My Esri, where they can be provisioned as a new ArcGIS Enterprise licence file. New licence files generated through My Esri will need to be imported into your ArcGIS Enterprise deployment.

  • Do I need to unassign duplicate add-on licences in ArcGIS Online after the June update?

    Yes, you need to unassign duplicate add-on licences after the June 2025 update of ArcGIS Online before your add-on licences expire. If, prior to the update, your ArcGIS Online organisation purchased ArcGIS Navigator, ArcGIS CityEngine, ArcGIS Urban, the ArcGIS Urban Suite, ArcGIS Business Analyst Web App Standard, or the ArcGIS Business Analyst Standard Bundle, you and other ArcGIS Online administrators in your organisation may see a notification in ArcGIS Online stating, "Some members have licences assigned twice." This notification indicates that, due to the user type updates, some members have licences assigned under the updated user type and the add-on licence from the previous licence model. You can unassign duplicate licences directly from the notification or go to your organisation's Licences tab and manage duplicate licences in the Add-on licences section.

  • Will licences remain functional throughout the duration of my subscription/maintenance period?

    Yes, access to licences that were previously sold separately will remain functional after the 2025 user type updates through the duration of your subscription/maintenance period. At renewal, quotes will no longer include an additional cost for licences that were previously sold separately.

  • What happens when my subscription/maintenance period ends?

    Renewal quotes issued after the June 2025 updates will no longer include an additional cost for licences that were previously sold separately. To ensure that you continue to have access to these products and that your work is not interrupted, you will need to:

    1. Check your organisation’s current licences:
      • Administrators and organisation members with the privilege to manage licences can assess which users were assigned impacted licences in the Members tab in ArcGIS Online and ArcGIS Enterprise.
    2. Determine necessary changes:
      If a member of your organisation is using one of the following products and their current user type will not include it following the June 2025 updates, then you will need to transfer them to a user type that does to avoid workflow disruptions.
      • ArcGIS Navigator
        • Transfer users with a Viewer and Contributor user type to a Mobile Worker, Creator, Professional, or Professional Plus user type.
        • No action is needed for users with a Mobile Worker, Creator, Professional, or Professional Plus user type.
      • ArcGIS CityEngine
        • Transfer users with a Creator user type to a Professional or Professional Plus user type.
        • No action is needed for users with a Professional or Professional Plus user type.
      • ArcGIS Urban
        • Transfer users with a Creator or Professional user type to a Professional Plus user type.
        • No action is needed for users with a Professional Plus user type.
      • ArcGIS Urban Suite
        • Transfer users with a Creator or Professional user type to a Professional Plus user type.
      • ArcGIS Business Analyst Web App Standard
        • No action is needed as ArcGIS Business Analyst Web App Standard will be included in the Creator, Professional, and Professional Plus user types.
      • ArcGIS Business Analyst Standard Bundle
        • You will need to determine if you need to purchase a Creator, Professional, or Professional Plus user type and additional ArcGIS Online credits.
    3. Review your quote:
      • When you receive your renewal quote, it will no longer include additional costs for the above licences. Make sure to review the quote to confirm that the necessary user types are included.
         

     

  • When will ArcGIS Business Analyst Web App Standard licences be available in user types for ArcGIS Enterprise and ArcGIS Business Analyst Enterprise?

    Access to ArcGIS Business Analyst Web App Standard through the Creator, Professional, and Professional Plus user types will be available with the ArcGIS Enterprise 12.0 release, expected in Q4 2025.

    ArcGIS Business Analyst Web App Standard is available in ArcGIS Online. ArcGIS Enterprise customers with at least one ArcGIS Online Creator user type or above can leverage ArcGIS Business Analyst Web App Standard through ArcGIS Online utility services.

  • What is a user type?

    User types provide a flexible way to license apps, extensions, capabilities and content available in ArcGIS.

    User types enable these key concepts:

    1. Identity: Secure ArcGIS login with a unique username and password
    2. Capabilities: View, edit, create, analyse and share
    3. Apps, extensions and content: Products and Esri-curated content to support organisations in their work and mission

     

    Benefits of user types:

    1. Role-based access to ArcGIS: User types provide an easy way to manage user privileges and access to work with different ArcGIS products and content, depending on the individual's role and needs.
    2. Streamlined licence management: Administrators can manage licences and assign user types all in one place based on each person’s need. Users can log into ArcGIS to access the tools they need when needed, at any time, once they have been assigned a user type by the administrator.
    3. Scalable growth: Adding new users is easy. Whether you’re building a larger GIS department, supporting a growing field team, or want to share maps and apps with executives, add more of the appropriate user types to your ArcGIS organisation and go.
  • Why are these changes being made?

    These updates are intended to streamline licensing and enable you to better plan, purchase and manage ArcGIS. Updates were made after considering:

    • Requests for continuous connection across devices.
    • Advancements across ArcGIS.
    • User requests for streamlined access to ArcGIS capabilities in desktop, web and mobile applications.
  • How do I access products and capabilities not included in a user type?

    ArcGIS Online will be licensed exclusively through the new user types.

    ArcGIS Pro will be primarily sold through user types and ArcGIS Enterprise will continue to be sold based on a combination of cores and users. Server and organisation-wide licencing will continue to be sold separately. 

    Some specific apps and extensions exclusive to ArcGIS Enterprise will be available as add-ons.

  • How will my workflows be impacted by these updates?

    You will get access to more apps, extensions, content and capabilities with the new user types.

    Many current workflows may be enhanced because you will have access to products and tools that were not included before — such as ArcGIS CityEngine, ArcGIS Navigator, and more. 

  • Will Esri continue to sell app bundles, app add-ons and user type extensions?

    Many existing app bundles and app add-ons (previously known as premium apps) and user type extensions will no longer be offered or sold separately.

    Instead, users can purchase the appropriate user type that includes the apps and capabilities they need.

    For example, users can access ArcGIS Navigator by purchasing the Mobile Worker, Creator, Professional or Professional Plus user types. These updates simplify the overall licensing of apps to ensure you can easily access what you need when you need it.

  • I'm still using ArcMap. Will I be impacted by the user type updates?

    If you are using ArcGIS Desktop (ArcMap) and are current on maintenance, you will only receive Creator (legacy) entitlements, which will not include the additional apps, extensions and capabilities of the new user types.

    With ArcGIS Desktop retiring on 1 March 2026, we encourage you to move to the new user type licensing model (Creator, Professional or Professional Plus) as soon as possible. For more information, visit the ArcGIS Desktop roadmap.

     

  • What do I need to action once I am converted to the updated user type?

    When you are converted to the updated user types, you will automatically receive access to the capabilities that are newly included with your user type. No action is required to gain access to the newly included capabilities. After the conversion, when viewing the licences for your organisation, administrators will see icons indicating the new capabilities included with each of the updated user types.
